The Foz district outside of Porto is where you will find the water and beaches. We were there on a chilly spat in April, so the beach was rather quiet. There were plenty of people walking around, however the water and air was too cold for anyone to get into the water. Unlike the beaches to the south, these shores were more rocky in nature. The sand was less smooth and the water was very rough. Out in the distance you could see the tankers and cargo ships coming in and out of the busy port which serves and the export and import center for the north.
