While detailed, reliable information pertaining to your excellent question is scarce, here's what I am hearing/reading: you should be good if you intend to spend the bulk of your time between the Isla Verde hotel/beach area and Old San Juan. They've prioritized getting those areas up and running. The further afield you go from there, the conditions generally deteriorate. Basics like roads, electricity, communications, etc can be hit or miss in more rural areas. Again, this is all hearsay, so take it for what it is. Your best bet is probably to call a hotel concierge down there or a travel agency that deals with travel to Puerto Rico. They can speak more authoritatively to your concerns. TripAdvisor forums is also a great resource.
